I think Rotom-H would be a better compliment to the core than Arcanine. That flying resist would help Chesnaught greatly I think. To echo u/-Anguscr4p-, an offensive AV set would be better than a set that just invested in HP and SDef. Swampert makes a better tank than wall because of his lack of recovery, at least in my opinion. Only major downside to AV that I can think of is it can't set up rocks.
As far as EVs go, I think it depends on your team and what you want it to do, but I would recommend a full out 252/252 HP and Def/Atk for Chesnaught and Swampert, respectively. You may want to diversify the EVs for Swampert in HP and SDef, since doing so would increase its ability to tank special hits at the cost of overall bulk. You could also run Brave over Adamant if you wanted to throw Scald in the mix.
Also, I think Avalanche would be better than Ice Punch, since it'll likely be moving second with its speed. Hope this helps at all. I haven't done too much UU this gen, so I might be overlooking metagame specific things in my suggestions.
