One hour it is not working. We waited for more than one hour and we can access the "expired" paste.

The cronjob responsible for cleaning up expired snippets runs hourly, so if one snippet is created between hours it might stay active for more than the intended period, but it'll be cleaned up the next sharp hour after it expires.
