2020: Public Software among the best practices for the future

Strategies and policies for 2020 concerning the development of free and open software in the world were presented during the Open World Forum in Paris (openworldforum.org). The ideas and proposals were published in the “Roadmap 2020”. The document was presented at the Forum’s Closing Ceremony on the 2nd of December 2008, when representatives of the seven selected successful cases exposed their major concerns related to the future of free and open software. The Brazilian experience was chosen as one of the best practices in the world regarding the implementation of free software in the public sector. The Public Software will be annually evaluated - such as the other cases presented in the study - until the year of 2020. The intention is to follow closely its development and results.

The Roadmap will be very useful for those interested in knowing more about trends and paths for FLOSS implementation. One of the document’s recommendations affirms the necessity of a business model and proposes specific actions to structure it. Several researchers from European countries, India and Brazil participated in the elaboration of the Roadmap 2020. Professor Rogerio Atem - from the Federal Center of Technological Education of Campos (CEFET - Rio de Janeiro) - and Bruno Souza - SUN and Java Community’s representative - were some of the Brazilian contributors. Professor Christiana Freitas - from the Federal University of Brasilia - and Corinto Meffe - Coordinator of the Brazilian Public Software Portal - presented the initiative of the Brazilian government and also exposed the research on the evaluation of the Public Software Portal.
