Chance are, in neighborhoods wealthy enough to fund such a drone program, the response time for advanced life support is between 3 and 4 minutes (which will be hard to beat with drones). In Detroit, it is anywhere between 15 minutes and never.
Probably worth a shot, if for no reason other than to show the world how advanced your city is, but I don't think it will be much of a game-changer unless it found a better source of funding than city ambulances have.
