Adding a Dockerfile that builds de development environment. I pushed the first built machine with this Dockerfile on the following repository: https://hub.docker.com/r/noosfero/dev/ I'm assuming the responsibility on maintaining this image updated with the lastest master branch. Whoever feels like help maintaining it send an email to noosfero-dev requesting access to the repository.

As of Rails 3, include_root_in_json is true by default, which causes the json generated for rails models to be in the format: `{ profile => { name => 'ze', ... } }` instead of: `{ name => 'ze', ... }` This was breaking some javascript for the sniffer plugin and possibly other places. This initializer is part of the template for rails 3 applications and set include_root_in_json to false. The default configuration for rails 3 applications also enables parameters wrapping for json, however I disabled this feature by setting wrap parameter format to an empty array, as suggested by the documentation, since we are not using this on noosfero.

Add alternative redirect's behavior when user is '~' This is a new feature to create generic URL's related to usernames in Noosfero. It is useful for internal links on articles and for general links on themes. Examples: - If you're logged in as "test" and you go to /~/blog it will redirect you to /test/blog - If you're logged in as "test" and you go to /myprofile/~ it will redirect you to /myprofile/test - If you're not logged in and you go to /profile/~ or any other link using "~" it will give you a not found page(404).
