The standard gettext:po:update task is leaving duplicated strings in the
PO files, what breaks a few gettext-related tools. So after calling
gettext:po:update, we will normalize the PO files by removing duplicated
strings.

I wasn't able yet to figure out why the rake task was not behaving as
expected. I suspect it has to do with the order stuff is being loaded
being changed with Rails 4, but I am not sure yet. This works.

For some bizarre reason no tests would run when the :cucumber task is
added as a dependency of :default (??).

Also let's stop messing with the dependencies of the test task; the task
to run all tests (as in ci.noosfero.org) is now ci:full

script/noosfero-plugins will now fail if the plugin dependencies are not
met, which caused the whole set of plugin tests to be aborted at the
first plugin whose dependencies were not available.
