Some specific points:

- ./script/quick-start not works from start to end on a clean Debian
  wheezy system
- Gemfile: remove checking for programs since the Gemfile is not really
  the right place to do this
- Gemfile.lock: lock gem versions against Debian wheezy.  This assumes
  package versions in Debian wheezy + some backported packages available
  at http://people.debian.org/~terceiro/noosfero-wheezy-backports/
- db:data:minimal: add an explicit contact email to the new environment.
  This fixes a long standing issue: when installing Noosfero on a brand
  new system, exim MTA will choke on a malformed sender address, and
  abort the entire installation.
- added a simple Vagrantfile for development purposes

- provide proper backports for packages and drop the temporary
  http://people.debian.org/~terceiro/noosfero-wheezy-backports/

Rails.root is now a Pathname. The best use of it is with the #join
method instead of concatenation and such. I therefore am rewriting all
this calls to fix/avoid problems.

Without this, `rake noosfero:doc:translate` will always fail if there is
any language $lang without a corresponding po/$lang/noosfero-doc.po.
Let's face, translating the documentation in the last thing one will do
when creating a translation.

- fix noosfero/i18n: error_messages_for should works as documented in
  Rails API (accept param :header_message => '...')
- new helper method to display errors in a dialog box
- now Plugins knows what is URL to admin itself
- defining paths to cucumber steps and setup files in config/cucumber.yml
- allow plugins to have documentation in same way as Noosfero core
