  * Fixing 'available' task. This task was running only the enabled
    plugins. Now, before running this task, all plugins are enabled and
    after, the ones that were disabled are disabled again.
  * Running plugins tests on noosfero rake with all other tests.

For the task 'package' check first if solr was already
downloaded. If so, then include it on the tarball.

Also invoke solr:download task for test task and
development script.

concurrent xfvb-run execution) it will find the neft available number. Got
