Revert "Merge branch 'remove_rsync' into 'master'" 

The built-in sync command of omnibus-ruby 3.2.1 was giving us trouble.

This reverts commit 8da230e73d0f10ff9db3660ecaeb8cff98276824, reversing
changes made to 9c8b7f30784fd008cd536fab75b5000103a567fb.
